Any moment now, Governor Andrew Cuomo is expected to announce that Joe Lhota, the former budget director and deputy mayor for Rudy Giuliani, will be the next chairman of the MTA. There will be a press conference and press releases -- a singular opportunity for Cuomo and Lhota to put forward their vision for the transit agency.

As expected, Governor Cuomo has tapped Patrick Foye to replace Chris Ward as executive director of the Port Authority of New York and New Jersey.

For nine years, the state of New York has been studying how to replace the aging Tappan Zee Bridge. The bridge, which is more than 50 years old, requires ever more expensive repairs to stay structurally sound and was never intended to carry the volume of traffic that pours over it every day. Since 2002, an extensive public process has led to the development of four alternative plans for the Tappan Zee and the I-287 corridor. Each of them would rebuild the bridge, widen the roadway and include both a new Metro-North commuter rail line and bus rapid transit service across the bridge.

The manslaughter plea of David McKie, sentenced earlier this month for running down Manhattan pedestrian Karen Schmeer as he fled police following a petty theft, points to a trend in vehicular crimes law that is resulting in lighter sentences for drivers who kill.

With about 70 days to go until Jay Walder puts in his last day as MTA CEO, Governor Andrew Cuomo announced that he has assembled a search committee to help pinpoint the right candidate to take over the nation's largest transit agency.

Crossing the Hudson River will get much more expensive under a proposed Port Authority plan to sharply increase tolls and fares on its four bridges, two tunnels and the PATH train. The increases are a result of the poor economy, the costs of rebuilding after the attacks of September 11, and the expensive repairs needed on the agency's aging infrastructure, said the Port Authority. Left unstated was the enormous cost of raids on the agency by the state governments of New York and New Jersey.

Ever since the State Senate killed bridge tolls in the 2009 MTA funding package, the question has lingered: How is Albany going to finish the job and pay for the final three years of the MTA's five-year capital program?

When the state Department of Transportation studied removing the lightly-used Sheridan Expressway, it considered two scenarios. One predicted conditions with the Sheridan kept as is. The other imagined closing the highway to traffic without making any other changes -- simply fencing off the 1.25 mile structure.

Could the state legislature get in on the costly, congestion-inducing parking minimum game? And could they do it at the site of Brooklyn's biggest transit hub? Under a proposal by Assembly Member James Brennan, that's exactly what would happen.
