In a letter to MTA Chair Joe Lhota, State Senate Majority Leader Dean Skelos writes that he's withholding approval for $770 million in MTA capital funding and a hike in the agency's borrowing limit because "a staggering $42 billion bonding debt level is of great concern." A discussion of the plans for the new Tappan Zee Bridge by the state cabinet today makes clear one thing -- that the Cuomo administration continues to race to construction as fast as possible -- while leaving other facets more confused and contradictory than ever.

This morning's City Council hearing on traffic crash investigations is already having an impact. This afternoon, Joe Lhota was confirmed as the new chairman of the MTA. Hearings held earlier today provided a glimpse into the kind of leadership New York transit riders can expect from Lhota. The new chairman defended the MTA from the most strident attacks of anti-transit state senators. When it came to the question of properly funding the transit system, however, Lhota chose to protect the Cuomo administration's political interests, not transit riders.

After Andrew Cuomo's State of the State address last week, Streetsblog looked a little closer at the governor's plan to build the nation's largest convention center at the Aqueduct racino in Ozone Park, Queens. Counting on a huge convention center near JFK airport to deliver economic development seemed like a dubious proposition, but the other side of the plan -- converting the Javits Center site on the West Side of Manhattan into a mixed-use neighborhood -- has a lot to recommend it.
