Coming two days after her confirmation as the new commissioner of the state DOT, Joan McDonald's keynote speech at today's annual meeting of the New York Metropolitan Transportation Council offered her the chance to lay out her agenda for statewide transportation policy. McDonald's remarks should provide cause for optimism among New Yorkers hoping for a more progressive transportation system: She strongly endorsed smart growth principles and indicated to Streetsblog after her speech that she welcomes the planning process that could advance the Sheridan Expressway teardown.

A coalition of environmental groups has lined up behind a smart growth agenda for New York State. Released by 12 organizations, the new memo lays out how Governor Cuomo and the state legislature can help New York use scarce public dollars more efficiently and sustainably when it comes to development.

If his State of the State address yesterday offers any indication, transportation policy isn't going to be a top-tier priority for Andrew Cuomo. He didn't mention pressing issues like the MTA's looming deficits or the state's crumbling infrastructure, instead focusing his attention on ethics reform, Medicaid and reorganizing state government. He did, however, repeat his proposal to institute a $100 million competitive grant program to encourage smart growth around the state, suggesting that campaign promise has momentum early in his administration.

New York State might be home to more transit riders than any other state, but when it comes to the transportation policies on the books, we don't look quite so green.

Last Friday, Andrew Cuomo released his green agenda, the final installment in a series of policy papers his campaign published over the last few months. In it, Cuomo strongly endorses smart growth and suggests the creation of a competitive grant program to encourage better planning. He also expresses his support for high speed rail, public transit, biking and walking, and electric cars, though those positions aren't always backed up with actionable initiatives.

Governor David Paterson announced Tuesday that he had signed Assembly Member Sam Hoyt's Smart Growth Infrastructure Public Policy Act, making it the law of the land that all state infrastructure spending must comply with a set of smart growth principles, including fostering compact, mixed-use development and reducing dependence on the automobile.

The bus cam bill isn't the only piece of progressive transportation and planning legislation having a good day in Albany. Sam Hoyt's smart growth legislation passed through three important committees today and could pass the full legislature as soon as Thursday, according to Peter Fleischer of Empire State Future, the smart growth advocacy organization. 

With Albany's legislative session drawing to a close, the state legislature is considering several initiatives to promote sustainable transportation and livable communities in New York state. One of those initiatives is the State Smart Growth Public Infrastructure Policy Act -- or the smart growth bill, for short. If enacted, the smart growth bill would shift state spending -- on roads and sewers, for example -- toward areas that have already been developed. Rather than subsidize more sprawl, New York would invest in its existing communities.
